how far to seat my fork seals?

I have a 76 cb550 and I am at the point where I am seating the new fork seals and need to know how far to seat them.  I know they don't go all the way to where they hit that lip but need to get it in enough to put the c ring on.  Do I seat it in there so that the c ring and fork seal are touching?

Seat them all the way in and then install the snap ring. That way you are absolutely sure the seals are in straight.
Over time the seals may get pushed up to the snap ring but that's ok, that's what it's there for. :)

Okay, sounds like I do need to seat them to the lip.  Thanks for the help :D
