Ok, about three months ago I purchased a real nice 1971 cb500 all original 15,000 mile bike.  The bike had a Maryland title from the owner prior to the guy I purchased it from.  I didn't really look at the title too good and assumed the title was just signed on the back from the prior owner, but when I brought the title down to my notary I realized that the title had the guys name on the the back in the purchaser spot typed from 1990.  But he never had the title completely transferred in his name.  So I have a title with say the first owners name, signed over to the second owner but not transferred.  The guy I purchased the bike from was in his 60's and real nice and said if I had any problems to give him a call.  When I figured out the problem I tried to call the guy three times leaving a nice message each time,  and he never called me back.  What are my options here?

Not totally above board but get a friend from a non titled state to write a bill of sale and go there with that. Tell them you got it on e-bay. Georgia and NH are 2 states that come to mind. It will work here in SC.

If your state won't let you transfer it now, contact ITS (International Title Service) online. I've [re]titled a couple of bikes with them, all above-board, reliable and helpful folks. They will request your old title and $175 in a money order, then send you back a recent registration from a state that can transfer to yours. Then you go to your DMV office and tell them you bought it from out-of-state, which is then true: ITS buys the bike from you on paper, sells it to a dealer, who sells it back to you, all on the papers you get back. Here in CO, it is the only way to bring a bike back from the dead, like the one on the cover of my book.

In Michigan it is called jumping title and there are stiff penalties for it I believe mine was 750.00 and I had to threaten to sue the dealer that sold me the car to get them to pay up

I once got a form to do this in illinois but it required the po to sign it and be notarized  then it came directly to me. I went to a private title and license company.

Call your local DMV and ask them exactly what is needed to transfer title in your state. Don't bother telling them all the details, just find out what is needed. Then check back here.

Yeah it's all fcuked up, inconsistent and makes no sense.... my TN dmv told me my 'lost title ' 750A was 'owned by the State' 'cos the title was lost and unredeemable by the last reg. owner. So 150 dollars later TN gave me a crisp new title for a turned-in Maine reg. paper.....  .. Title service called I.T.S.
