K8 throttle cables

My throttle was a bit stiff so I decided to remove and wd40 the cables the top cable was broken inside I dont know for how long my question is what does this cable do exactly its the one at the upper position on the carb

It's your throttle return cable. If your throttle gets stuck open, then twisting the throttle grip forward would shut them(if your cable wasn't broken). Safety feature.
