Question about CB650 carbs

 I've been looking for a CB650 engine to swap into my CB500 (Yes....I have issues....) and ran across an ad for a 1979.
 The ad states "the bike does run but it runs like #$%*, it needs four air cut off vales and a new acc pump but it will start right up and idle, you can ride it with the choke on but not very fast. the bike doesnt smoke or have and tranny probs. "

 What does he mean by the air cut off valves? Is the accelerator pump repairable/replaceable? Is this a big deal?
 I know nothing about the 650 carbs. I do know that this particular bike doesn't have the CV carbs.

the accelerator pump is repairable, clean as per any set of carbs and replace the diaphram. the air cut off valves are replaceable but could be expensive.

 Well, I moved too slow on this bike and he sold it. Oh, well....at least I know about the carbs now.

 Another question: I've read that the '79-80 engines have the same carb spacing as the 550 carbs. Could 550 carbs be made to work with proper jetting, or is that more trouble than it's worth?
