So I am taking the front forks apart to restore with new powder coat and probably vapor blasting instead of polishing the lower legs. I have the spring out and have broken loose the lower allen bolt but it just spins now that it is loose and is independent of the tube. How do I get it out?

You could try putting the spring back in and tightening the top back down and sometimes that works. But many guys take the spring out and use a broomstick cut to size. Then tighten down the nut and it will place pressure on lower so you can get the allen out.

I'll give the broomstick a try. I loosened the lower allen before I took the spring out so that step didn't work.

An allen on a air impact works to it spins it so fast it comes off before the top part can catch up ;)most use the broom stick pvc or put the spring back like Johnie said above. You have it broke loose that is usually the hard part.
