Stuttering clutch in first gear

When riding the friction zone for slow speed maneuvers, my bike feels like it is chugging, like a catch/release feeling that increases in speed with RPM. Is this the plates sticking? Warped plates? It seems to happen whether the bike is warm or cold.

Am I just keeping the revs too low? It seems to happen even at 2-4K.

I just want to know if anyone has experienced this and what their solution(s) was/were before I get into tearing the clutch apart this winter.

First thing I thought was lugging the engine. Revs high enough with good clutch work.

What throttle position, not revs.

I get that clutch chatter sometimes at low speed in traffic, plus the clutch plates stick after sitting overnight. I had the clutch apart not so long ago, mostly to see what I had in there. Some of the middle friction discs had a dry spot where there clearly was no oil, and some of the middle metal plates had a dark dry area where there wasn't any oil either. Maybe time for the Hondaman clutch mod; I will be looking at it again this winter.
71 or thereabouts 750 K1 - this one should have been put down
