CB550 Pod Filters

I am putting pod filters on my bike but I don't know what size to put on.  The carb inlets measure 38.5mm and I don't know if my caliper is off or if it is an accurate measurement.  Should I get 38mm or 39mm filters?  Is it better to have a tight fit or not?  How about some advice from others who have done this, or run into this dilemma.

You risk tearing the boots with the 38 mm. the 39 mm boots should have enough give in them when you clamp them down to seal tightly
