'78 CB750F Regulator

Been gone a while and haven't touched the bike for bit. I just got back to getting it rideable again. I was having a charging issue with too much at the battery (15+, gel battery). I adjusted the regulator, but it still wasn't charging. I confirmed my battery is bad (guessing I fried it with it being too high at the battery while running). I went to fiddle with the regulator and found that no matter what i did the volts stayed at 12.1 at the battery, even if the screw was was all the way out or all the way in. Do I need to replace the regulator? I should note I was using the bad battery to test.
