Does the clutch release when you put the bike in gear and push it? ( not running ).  It could be not releasing

A dry clutch will do that, can you crank it over in gear with the kill switch off and the clutch lever in? It may jump foreward or it may break loose and oil the clutch.
No matter how many times you paint over a shadow, it's still there.

Its a sticking clutch. Pain until it frees up. I'm dealing with it with a red 400f I am resurrecting

I had the same on my 650, I fired it up in neutral.  Pushed it up to jogging speed, jumped on and clicked it into 1st, pulled the clutch in, held the rear brake and kept revving it.  Doesn't take long to break free. ;D
