What are these lil' washers?

Found these while cleaning up the other day and I think they might go on the arms of the choke mechanism on CB750 carbs. They are 9mm OD, 2mm ID. Can someone confirm?

You have two different kinds there.  One is the washer for the choke linkage under the 4 cotter pins. 

The one with the smaller ID is for the choke linkage but on the other side (airbox side) there will be a plastic grommet that goes in the hole, followed by that washer, then lock washer, then small 7mm nut.
