1974 HONDA CB 750K4

I have two issues at the moment. First one is the engine wont turn over. Battery is charged and brand new, starter is alive but just wont turn over, spark plugs all have spark, carbs where just cleaned and put back on. Even tried pushing it down the street with my buddy on it to try and pop the clutch but the engine still has a very low cough to turn over. Im really puzzled and wondering if I am missing something small?

Second issue is the kickstart is frozen and only is usable when i press the electric ignition other wise the darn thing is frozen like a rock. This winter a good buddy and I tore the bike down and cracked the cases to replace worn shift gears which were a worn/non existent second gear. During the process he was a savior and helped with the top end and I fallowed Honda mans step by step book for the tear down and re-build. I didn't mess with the kickstart during the process so I am really puzzled. Could it be a problem with the clutch basket or clutch plate that are causing it to freeze?
