High beam switch?

Hi All,

Fixing up a '73 CB500 (never worked on these bikes before) and I'm a little baffled as to where the high beam switch is.  The bulb clearly has two filaments, and the cluster has a light to indicate when the high beam is on, but I can't find any switch to turn on the high beam.  I'm thinking that the previous owner replaced the right side controls and maybe that originally had a high beam switch?  Here's a picture of what I have...  Is there supposed to be something there that's not?
