Continuity of Primary coil

I have a question concerning how to test an ignition coil. On page 16-2 of the The Honda service manual that I have  it indicates that there should be continuity between the two spark plug wires (with the caps off). Upon testing this, neither of the original coils had any continuity. Problem is that the brand new coils I bought also have no continuity. Sooooo  are they all good or all bad? At the moment the engine is on the bench so I have no way to fire up the engine and test for a spark. It's a CB750 K8

False alarm!
Although the manual didn't mention it, instead of continuity the test is for resistance, which should be around 15,000 Ohms. All coils test out OK now.
