I just changed mine last week. Used a hammer and a long punch and tapped it off in less than a minute. If it is grimy/rusty you can use a small torch to heat the race and then tap it off. I have had really nasty ones where I used my dremel tool with a cutting disc and cut a slot in the race and then tapped it off. Take care not to nick the stem with the cutting wheel. I only had to do that once, 99% of the ones I have done just needed the hammer and punch.
