What to do about loose exhaust/flange bolts?

So I was attempting to try and remove my existing 4 to 1 header so that I can wrap the exhaust. The two outside nuts and flanges came off easy enought. However, when I was trying to remove the nuts on two of the inside bolts so that I could remove the flange, I noticed that the bolt was twisting along with the nut, which made it very difficult to remove the nut. Has anyone seen this issue before? What is the recommended course of action for A., removing the nuts and flanges so that I can wrap the exhaust, and B., replacing the flanges and nuts once the exhaust has been wrapped? I have attached an image of the bolt I am talking about.

Be happy that these are studs!
Clean the threads, apply a little copper anti-seize, and reinstall them double-nut style, until they gently bottom out.
Install wrapped header, w/ new exhaust gaskets (be sure take old ones out)
Done
'78 750K (F3 engine) PD42b's, Modified airbox w/K&N  filter, 40/110 jets, 1 needle shim, IMS@ 1 turn out. Kerker + Cone 18" QuietCore

So do I need to remove the studs to apply the anti-seize? Or do I just apply it to the part that is sticking out of the case? Also, what exactly do you mean when you say reinstall them double-nut style? Thanks

you'll need to turn two nuts onto the stud, and tighten them against eachother.
continuing to turn the lower nut against the upper nut will allow you to take the stud out.
turning the upper nut against the inner nut will allow you to secure the stud back in the head.

take the stud all the way out, clean the threads with a wire brush, apply anti-seize, and reinstall it.
its also easy to put studs back in if you have a dome nut

Oh okay I understand. Thank you for the advice. What is the purpose of the anti-seize? To secure the bolt to the head cover? Also, shall I just apply the anti-seize to the part of the bolt that is going back into the head cover or to all of it?

to prevent galvanic corrosion, and a very light coat is all you need just on the threads going back into the head
