1971 CB500 Difficulty Shifting Into Neutral at Pedal

Difficulty Shifting Into Neutral at Pedal ~ shift pedal sticks and will not go into neutral from first gear, only way to find it is from second gear, then it wants to shift real fast pass neutral ~ Shifts fine all other gears ~ Suggestions?

Relatively normal if at standstill, if when moving you need to check out the detents and return sprin but that means taking the complete clutch off

Does the problem go away if you kill the bike in first with the clutch pulled and then try to click it up into neutral?
