cut the bend end off the studs...så only the straight ends stick up...then drill straight Down...and use some safty clips to hold the tube ekstra safty on the short studs
This is what I've done in the past.

That was the easy way but I wanted to keep the crossovers if possible.  All is good to go with the tank.  Yet more photos

He's got enough extra fuel line to run a syphon from the car next to him at the stop light (refill while in traffic; very clever!)  :o

"Of all tyrannies, a tyranny sincerely exercised for the good of it's victim may be the most oppressive. It may be better to live under robber barons than under omnipotent moral busybodies. The robber baron's cruelty may sometimes sleep, his cupidity may at some point be satiated, but those who torment us for our own good will torment us without end for they do so with the approval of their own conscience." - C.S. Lewis

Do they make any flexible drill type tool that can be used for this purpose ?

I an thinking, the end of the speedo cable, did you sharpen it, make it more drill like, or perhaps like a spade drill ? So it can actually cut..
Get the part to the corner with a drill...
I am thinking if you had a thick piece of  copper wire, sharpened.. About 1/2 the hole diameter...it may start bending while cutting, and follow around the corner. Turn slowly.

I know that cable 'inner' is strong, possibly use a large dia. cable 'inner' from another application like an automobile clutch cable of the correct dia. to fit inside that bend and maybe solder the end of it first..

The speedo cable had a rounded point to the end, in combination with the MEK solution it worked.  I was thinking of sharpening it but it worked as is, probably would have been quicker if sharpened.  Most likely attempting to sharpen a twisted cable would have frayed it.
