Here is a link to an interactive sohc4 wiring diagram.  It allows you to enable or disable entire sections of the wiring diagram for clarity ... and research depending on your needs.

I know it helped me easily track the important aspects of a complete diagram.

The problem was not in my wiring, but was actually a faulty Chinese Craftsman multimeter.

As the story goes, I had a defective (dead) battery on my GL out of nowhere so I had to get it replaced, when I was done I checked to make sure it was charging. It read 16.8v. So I freaked out thinking I was cooking the battery, but then I thought... wait a second there is no way this too is over charging. So then I walked over to my corvair that hadn't been run in a few days and checked the battery, 15v. So I think I need a new meter. I have a nice fluke at work.

For DC volts the black test lead should be in the COM jack, yes?
Doh! Correct, Kevin. Steve, looks like the "problem" with your meter is operator error. ;) Move the black lead to the Common jack, and while you're at it set the meter to the 20V scale instead of the 200V, and test again.

I tested it against my work meter and it reads (very) incorrectly.

Your meter lead connections are wrong.  I'm at least the third person to tell you this.

When measuring volts you use the COM socket and the red socket for the meter probe connections.
