CB550 022a carb slides not fully closing

Hi fellas,
I’m in the begginging stages of tuning this fresh rebuild. Went to adjust the idle down and realized I’m not getting a full range of adjustment. With the main adjuster backed all the way out the slides are still open about 1/8”. Also, throttle linkage is not even close to botttoming against the stopper arm. So what’s the deal? Thanks in advance, I included a pic of where the slides currently sit (idle adjuster fully backed out, throttle linkage not contacting stopper).

Someone probably synced them with a drill bit incorrectly.  So, now all the individual adjusters are slewed to prevent the slides from bottoming.

With the idle knob backed out, adjust one of them so that it reaches the bore floor.  Lock that one down and call it the master.  Never adjust it again.  Instead, adjust the others to match it either with drill bit (Mechanical sync) or with vacuum levels (vacuum sync).

With the adjusters screwed all the way down, I still have a visible gap between the slides and the floor of the carb. Also, the idle adjuster screw is not even close to being usuable for an adjustment. Starting to think I may have assembled the carbs wrong. Can anyone confirm the order of these parts? Even the blown up diagram  isn’t very helpful for the innards of the carb.

For slide closure, you have to look at the engine side of the carbs.  The slides have a cutaway on the inlet side that can't ever close.

In that pic I'd bet the carbs are fully closed on the engine side.
