Problems with 75 CB550 fork rebuild

Hoping someone can solve this mystery for me.
I purchased new fork tubes and when I received them there appeared to be metal spacers in the bottom that the old ones did not have. I forgot about it until it came time to put them back together and the springs are sticking way.out of the top of them.

I'm not sure if the fork tubes I purchased were wrong or if the forks that were on the bike were not stock. The springs appear to be progressive.

You do realize and have more than the outer tubes springs and the lowers in each fork.

Any knowledge on the springs? How long are they?

Yep, everything back in there. Damper rod, new piston rings, rebound spring, etc.
Spring is 18.25"
