1978 CB750K accelerator pump

Hi all. First post here so I hope you can help. I rebuilt the carbs. Every thing is clean. Problem is when I “wack” the throttle open to check the accelerator pump, the arm on the carburetor barely moves. And sticks at WOT. If I manually push the rod down it does pump gas. Just with the throttle it does not. I was wondering if this could be the spring? Or if I need to sand a little off the shaft to make it slide in the hole Easier. Let me know. Thanks. Mike.

did you purchase a new accel pump diaphragm? 
sometimes the rod length is incorrect, leaving to much space between its end, and the accel pump tab which depresses it.
there should be very little space here....
check this first.
