Has anyone made a tool for removing the valve springs with the engine in frame? Both lower frame tubes are removed and compressed air will be in the cylinder.

^^^^+1 That is the BEST way to do it without removing the head. Just remember to leave a long enough piece hanging out of the plug hole to pull the rope back out. (Sorry, I had to state the obvious) ;)

yes that will work.
then if you wonder how to get them back on... you can make yourself a contraption like this:



from these parts:



- piece of tube, cut out to give access to the keepers
- something as a lever (tyre iron in my case)
- something to be used as a fulcrum for the lever
- 6mm bolt to fix fulcrum to head
- piece of rope to hold fulcrum down

 Air works fine except it wants to turn the motor sometimes, I'm thinking something like a pickle fork with a pivot off the rocker shaft.

I have one that attaches on the rocker arm pivots; a length of rope in the combustion chamber and voila! I will look for it under my bed to get you pics

Why not lifting the head? Leaking seals?
Easy with frame kit.
The seats might need a cut or valves to be lapped.

 For insertion into the plug hole, I've also used a quality silicone jacket plug wire. It pushes easier. My big block chevy uses a spring compressor that bolts down and screws over the retainer for install/removal.
