Tachometer Dampening Oil CB550k

There's a lot of information here on the subject of sluggish/slow to respond tachometers.  Most mention the dampening oil either evaporating or becoming sticky.   I squared off a 16p nail to fit in the cable socket on my tach so that I could drive it with my battery drill. The needle rises slowly, then at around 6k rpm, quickly rises to around 11k (the max rpm of the drill)  Shut it down, and the needle slowly bottoms out.  Is this a sign of sticky/gummy oil?  I undertand the steps involved to open up the tach - any additional info, especially pics would be appreciated

So - after several turns with the battery drill, the tach seems to have "freed up", and now appears to be working normally.  Looks like it was simply a lack of use - the bike had been sitting for several years.
