Carb Leak ( I am a total noob)

It looks like i have some bad leaking with my carbs on my cb350.
I am very new to mechanics and bikes in general. 8)

Can anyone provide some help to how i can go about fixing this on my own. Half the reason I got the bike was to have something to learn mechanics on.

Below is a video of whats happening. Is this a leaking carb or just overflow from allowing to much fuel in with that manual fuel valve (I dont know the proper name haha)

It has been suggested that either float level is too high or you have a cracked overflow tube.

As I am a total noob, could some give an idiot proof start to trouble shooting this issue. I have found many videos on how to fix the carb and all of that, but i really just need help getting the thing off with out blowing something up  ;D

Don't panic! Sometimes it's a little speck of dirt in between the float needle and its valve. A very small particle is enough to cause overflow! You can tap the float bowl with the stub end of a screwdriver and hopefully the debris will be freed. If that doesn't help, you could remove the drain screw and then open and close the petcock a few times to create a flush. You also can do both at the same time. If that doesn't work, please report back.
