I need a translator, as it is unclear what the problem is.
I have read what you wrote a couple times and I don't understand what your issue is, nor what you are asking.

If you are not seeing power to the main fuse then start Trac Ng the power from battery to the ignition switch and fuse box.
It would be helpful if you were a little more descriptive. Following your logic has some leaps.
What is the voltage measurement of the red wire and black wire to ground at key switch. Are you certain the main fuse is good. Pulling it and testing it or checking voltage on both sides of the fuse.
Is voltage reaching the headlamp plug?
Have you reached the wiring from fuse box to the headlamp?
Which fuse on your bike controls the headlamp? What is your year and model bike? Posting this on your signature as part of your signature automatically helps others when you have questions.

starter button wasn't coming out all the way to make contack to turn light on. i pulled it out then light came on. that's after tank was off. i needed to clean it out anyway.

Those switches are failure prone at this age. You can buy a new right control or find the plastic cage that the switch fits in. Someone was 3D printing them.  ebay maybe?
No matter how many times you paint over a shadow, it's still there.
