I've heard some people resort to chewing gum to get the suction cup to stick to the valves while lapping.
Being a fine art photographer, and hanging as many photographs as I have over the years, I know of this stuff called "Picture Putty" or "Museum Putty."
It helps keep frames from shifting on the wall. (It tends to happen in California a bit

It's the same consistency as chewing gum, but you don't need to get a sore jaw from chewing so much.
A pack from Home Depot will run you $5.
Wad it up into a ball, and press onto the valve really good.
Works a charm!
