Head shield hardware

I have just received a set of screws and washers for fastening the heat shields to CB 750 stock exhausts. Each set contains three screws, three flat washers and six fiber washers. This is sort of chicken---- stuf, but what is the correct order parts for each screw. Obviously, the flat washer goes under the screw head. Where do the two fiber washers go? Thanks in advance for your time and interest.

One goes under the screw head/metal washer, the second between the heat shield and the pipe.
