 Like a where's waldo but easier. I asked the question earlier and see the answer now. Hint, it's not the light flywheel or lack of a starter.

neutral detent roller is incorrectly positioned on the shift drum cam?

Yes it is, the thread for the stud seems to be stripped in the case. Once I got the roller back on the shift cam it seemed to shift pretty well. I even heard it run tonight. The baffle exited the header. No bolt.

 Yes, this bike is a Hot Rod. Lots of RC Engineering stuff on it and in it.
