What is this Bracket For?

On my early cb750 frame, there is a bracket under the headstock tube (next to the horn mount). I wonder what is was intended to be? Appears to have never been used......

No. They are on the early frames. This one is #1251. Maybe a lock that got changed?

Apparently that is correct. It never happened, and the bracket disappeared very quickly from production. Someone suggested after the first 1,000. Mine is 1261, so it lasted that long.....
