Where can I get a 48mm spanner?

Any body know where I can get a 48mm pin spanner for the steering stem?  Also what size nut is on the top of it?
Does anybody know if Harbor Freight sell these items.

You can fab one out of steel plate pretty easy too.

Actually I have een told that some people make a tool from a large socket. They machine or grind away the bottom in such a way that it leaves two square nubs which fit into the slots. You can them you a rachet handle.
