350F Rear Brake Release

Took apart the rear wheel to check brake lining on 350F I am rebuilding.  When I twist the brake actuation lever the brake pads remain expanded because the cam turns freely but is very tight.  Should the internal springs return the pads to their brake off position or is this accomplished by the pedal return spring pushing back on the actuator rod?

Brakes springs in the hub should do the heavy lifting for that. Sounds like maybe a good cleaning and servicing might be in order.

Just what it needed.  Brake springs now easily return shoes.  Thanks.
