CB550 stuck swingarm and rusty fender

Got my frame powdercoated and installed new brass bushing. I reused the other parts of the axle for the swingarm. When I tightened the axle bolt the swingarm got very tight. Suggestions What i should look for when i take it apart tomorrow?

Also I found a used rear fender where the Chrome is Ok, but is very rusty on the underside. Any experience how to remove the rust and treat the surface so it could avoid to develop further?

One slow but safe way to de-rust is electrolysis. There are many YouTube videos. Put pure water in a bucket, add some sodium carbonate (Washing Soda), put the fender in the bucket,  hook a battery charger to a piece of re-bar (+) and the fender (-) and wait. Rust will go away. After it’s clean enough I would coat the inside of the fender to slow down the return of rust.
Kind of fun to watch…..a little.

The attached photos show how I restored my rear fender. I am not saying that its the way to go for you but it worked for me.
Tape (rubberised tape or equivalent) up the chrome work, glass bead blast the underside, etch prime and then a top coat.

It is upside down. The shock bushings need to be on the top to be of any use......

As to the rusty fender, get some gel rust remover. Coat the  rust and cover it with plastic wrap to keep the gel from drying out. Remove the plastic in the time frame and scrub the rust with a brass brush, then rinse with water. Dry the fender with a clean rag. As said above, coat it with a good rust retarding paint.
