New Carb Same Problem

Hey Guys,
I have been having trouble with my carb flooding and the engine reving up in idle. I bought a used carb on ebay and it still floods (now the gas is coming out of the right carb) and the engine still winds up in idle. I have tried adjusting the idle screw and the throttle cable with no luck.
Is it probable that I got a new carb with the same problem?
Any ideas what I should do next?

i had problems with flooding carbs, turns out my float needles were not the right size or something because i put the originals back in it and it stopped flooding

Maybe. I guess I will rebuild my old carb and see what happens.
I just thought it was strange that both the new and the old carb did the same thing and I couldn't find anyone who posted a problem of a rising idle and flooding.

You bought a s/hand carb from an old bike that probably had the same miles/wear/problems yours had, and had then been stood dry for ? months and expect it to go straight on and work, Sorry to destroy your ilusions but things dont work that way!!

I expected problems but I have 3 friends with the same bike who had never had that combonation of problems so I thought I might have another problem (I was looking for a fuel filter problem or a leak in my intake hoses).
PS where is my fuel filter?
