Is this chopped up CB750 salvageable

So I came across this chopped up CB750 in my country - https://autoplius.lt/skelbimai/honda-cb-750cc-cioperiai-kruizeriai-custom-28429372.html

It looks like a bin bike, but it is actually registered locally and even ran at some time. The current owner decided to chop it but due to life happening has to sell it.

The owner says that he has 2 sets of wheels (spokes and the comstar) as well as the original gas tank. My main concern is the frame. From what i can understand the upper side rails were removed.

I would consider this as my second project, since the first one is almost complete. I'm somewhat technically inclined and get around in the garage pretty good (the first project CB 550 I completely disassembled and reassembled).

How does removing the side rails affect the frame structure? Is it safe to ride as is (just with 1 rider and as a tracker / brat styled bike) or is it a death trap? Can it be somehow saved?

It will handle like a pig but as a chop you cant relly go fast anyway, personally i would say too much modified to bring back, not just side rails but braces and all the tabs for mounting thingd
Semi Geriatric ex-Honda mechanic and MOT tester (UK version of annual inspection). Garage full of "projects" mostly 500/4 from pre 73 (no road tax in UK).

If they are really chubbie they jiggle a lot  ;D Just be careful that you don't slide off  ;)
As of today 3/13/2012 my original owner 75 CB750F has made it through 3 wives, er EX-wives. Free at last.  ;-)

It's a project for sure. I dig it though. I've been looking for something similar and would def kick the tires if it were local to me.

 I've ridden bikes with the frame tubes cut. I've also replaced the lower frame tubes on a couple frames and added a removal kit. The biggest thing I see is lack of a front brake which is needed.

I have too Don. I’ve repeatedly popped wheelies to see how a hardtailed frame with no lower tubes would survive. I still have it and it still rides straight! I call boosh!t!

I guess the brakes are somewhere in the bin.

Will go and look at it during the weekend.
