As a trucker that has done international shipping, the mexicans will have the same rules as the US and canada do.  An american truck can deliver and p/u in canada, but it cannot load in canada and deliver that same load in canada.  Same for canadians, same for mexicans.  there was a similar uproar when the new hours of service rules came out and of course chicken little said that they'd make no money, never mind that the new hours let you drive longer and you can reset your hours.  Some people just like to freak out atthings.  that being said, I think mexican trucks shouldn't be allowed any further than they were in the past.

Believe me I hear about stuff like this on a Daily basis at work.
I dont care what these guys have to go thru, they make enough money to deal with it  ;D
