Compression Check, No Carbs

I know you check compression with the throttle open.  Could someone confirm my suspicion that doing a check with the carbs off the bike is the same thing as doing it with wide-open-throttle?  I got low numbers on my barnyard 75 550, and just want to be sure they mean what I think they mean:

Cyl 1 - 105
Cyl 2 - 100
Cyl 3 - 70
Cyl 4 - 95

Compression numbers will be at least as high with no carbs as they will with carbs on and WOT. . . . .

Thanks!   So, given the low numbers and the difference between cylinders, I'm definitely looking at a rebuild, but is a re-bore probably necessary, too?  What are some of the things I should look for to figure out if I need to go that far?
