73 CB500 idle issue

Hi i just started riding not to long ago and i was given a 73 cb500 from my pops, He said he changed the carbs and synched them already before he gave it to me. There is play on the throttle where i will have to push it back up toward the front break handle to get it to stop reving sometimes and i cant seem to get the bike to idle properly. If i bring it under 3000 it starts to stutter and the rpms just drop and it cuts off. Does anyone know how i can get it set so that it will idle at a normal number. Seems to also only stay up with the choke flipped up.

p.s. I also have some oil leaking from where the foot shifter is comming from the engine.

clogged low speed jets i would guess

You need to clean the carbs (as Muk says)

Shifter oil seal needs replacing. Not difficult.
Buy new seal.
Remove shift lever.
Screw a couple of (wood)screws into the seal and pull it out.
Gently tap new seal in.
Replace shift lever.
Job done.
