Setting forks through the fork bridge? handling issues

In the interest of lowering the front end on my 400F, I saw someone had pushed the forks through the top of the fork bridge and left about an inch or inch and a half sticking out.  The forks were just about touching the bars.  Is this going to effect how the bike is going to handle?

yes it makes it reduces "trail" causes it to steer quicker, which some like and some don't. At highway speeds it may be more susceptible to crosswinds.

Also, the fender may hit the lower tree hardware and the cables may kink.

it quickens the steering. 1.5" sound quite a lot though . maybe try a little bit at a time and see if you like how it feels.

i raised the forks on my '78k in 5mm increments.  i settled on 10mm 'cause handling at 15mm was way screwy at most speeds.  i suspect the bike you saw set at 1.5inch up may have had lowering blocks.  regardless, as previously stated raising the forks will likely cause turn-in to be quicker with some loss of stability.

Good advice to try in 5mm increments.  I agree that the 1.5 inch is excessive, only saw this set up in a picture and not sure what else had been done on the lower fork legs. 
It doesn't take much to turn the 400 as is, so a little will probably go a long way.
Only problem now is I've got all winter to think about it a ther is snow everywhere!
