I built a '75 CB550 chop last winter and researched the turn sig topic because I wanted to leave mine off and also be legal. From what I read and how I understand it in Va, if turn signals are on the bike they have to work. They aren't required if you're able and are going to use arm signals.
Now the question of the wire, I'd take out all the wiring that you're not using. I rewired my chop and didn't use any of the existing wiring. The only thing that stayed was the starter solenoid.
