These things may have some utility for use in HOV lanes when you are short a real person to ride in the car. Maybe more life-like than the mannequin that is typically used by HOV cheating miscreants.
At 5,000 bucks a pop you'd have to do a lot of illegal HOV driving for that to pay off! 
You may have a point there, but it wouldn't hurt to watch Craig's List for good, cheap used ones that will start showing up. It seems like they will depreciate rather quickly.
