No, there is loss of power in the difference of angle that the tensioner makes between the jack shaft and the wheel sprocket.  It's not as severe as the drawing suggests, and friction is minimal at best because the tensioner is either greased or has a bearing.  But the pull is being applied to the tensioner, not the wheel sprocket.  The proof of what I'm saying is the fact that if the tensioner arm didn't have a solid hold on the other end, it would be forced down.  And I'm not so sure how solid it really is.
If the tensioner is held in place such that it does not deflect, then the only power loss will be due to friction, which as you note should be minimal.

FWIW, I'm not a shill for Race Tech - I've just got a thing for good suspension and the RTCE's are the most cost-effective mod for these old damping rod front ends.

Either there is only one pivot point, or the pivots are concentric.

Isn't it quite obvious there's only one pivot point and the jack shaft is not the one. What comes to the idler sprocket, increasing both "tertiary drive" sprocket size would eliminate the need such thing and the result would be simpler and cleaner.

I've gotta say, I've put plenty of effort into projects that were MUCH less worthwhile.  ;D

I just realised that the shiny mark on the centre of the tire was caused by it rubbing on the frame, probably when he rolled it off his trailer? Cheers, Terry. ;D
