Yes, they are different. The 75 used larger metal flakes, and were a slightly deeper blue (unless sun faded). The flakes were "deeper" into the tinted translucent coat. Candy colors are called that because of the resemblance to confections made of sugar. A metallic flake base really makes the color in the translucent coatings over it glow in sunlight. Candy colors use more steps in the paint process.
Base, flakes, translucent tinted clear, and finally clear.
The 76 had smaller metallic particles and had a more silvery sheen to the blue. More like your standard metallic paint.

The "Guide" says the 75 was Candy Sapphire blue, and the 76 was Flake Sapphire Blue. (Just to clear up confusion, I suppose.)
