Quick valve/cam question.

I want together my motor closed up today but can't figure one thing out. When adjusting the valves on any cylinder do I want those cam lobes to be pointed up or down? My manual seems to say to adjust them with the lobes up but I think I am reading it wrong be ause then when the lobes are down there would be a lot of lash. Then again if I adjust when the lobes are down, when the piston comes back up the next time would the valves be open a little?

The rockers should be on the base circle of the cam, its lowest point. The cylinder in question should be on the "T" timing mark.

When you turn it over 360deg, 1 cyl will be on base circles, the partner cyl (1-4) (2-3) will be up on the lobes a little. Turn over once they switch places.
