in NC you get a learners permit good for 18 months and renewable forever.  No passengers is only restriction.  safety class is 120 and given by community colleges only.

restriction in OK is no passengers and you have to be with some one 21+ who has had M endorsement for at least two years (either on a bike or in a car). "with" means they have to be able to see you.
