73 750 idle problems

As the title says I seem to have some issues with getting my bike to idle.  This has been an on going issue, and since i swithched back to an air box from pods it's gotten worse.  I have done the usual basics, checked for vac leaks, removed and cleaned jets (which are back to stock 40/110), screws out 1 full turn, and a new air filter.  Something I have noticed is I also seem to have a small blip when it does want to idle although inconsistant I think it's number two.  I will say this though i have just gotten my sync set back and have not had a chance to sync them yet.  Also it will also rev on it's own again,  I say again because it did this before, but then just seemed to stop.  Also with the pods on i used drilled slows to help get my low rpm side working again.

So here are my questions what seems to cause these sudden blips and surges with these engines other then leaky boots?  When I honed the cyclinders I noticed some light damage from when the rings had gotten stuck at some point, could this have anything to do with my current problem?  Or have I just over thought this and missed something really simple?

Any help as always would be greatly appreciated.
