but I have no idea how to take the current busted ones off. Do they slide off the top of the fork?

yea you have to take tour top tree off then they will slide off.

I have it off already, and these things don't budge.

What are the fork tubes? and what are the triples?

The bottom of the fork cover has that opening and then the strip around the bottom which does not allow the cover to lift off..

That is why you have to remove the forks from the triple trees on the steering head.
