1976 CB550 - inconsistant starting problems

Bike details:
1976 CB550 ~ 42000 mi (only the last 6K or so were put on me in the last 18 mo.)
Has 2-1 exaust, pod filters (carbs re-jetted accordingly - nice tan plugs)
Dyna S ignition, 5K ohm plug caps (~ 6 mo. old) - Every time I check timing (dynamic) it seems spot on.
Electric starter has never worked since my ownership.
Charging system in good order (tested last weekend), and ignition coil resistance (primary and secondary) also seem in good order.

The problem:
Sometimes bike starts up on first or second kick - and runs great. 

When it doesn't - it sounds like I'm just kicking on the bike with the ignition turned off.  Then it takes 10 or so kicks before I here the engine turn, then starts up - and still runs great. 

I was hoping, by checking the charging system and coils this last weekend - the reason would become apparent.  It did not. 

I used my manual to test components in the charging system - I see the one on the FAQ here (now). Maybe I should re-do using it?

Suggestions? Ideas?

Clean all your connection points check that the battery is fully charged then check for loose wires that could be grounding intermediately.
