Thank you all for your help.
Hondaman and lucky. Thanks so much for the detailed explanation of what I should do.
To answer the questions posed:
1973 CB500
D7EA plugs
New NGK caps
will not be buying fancy gas anymore
Don't know where I would get a stock air box at this point.

I'll see what I can do about finding some help here in Phoenix. If time permits this weekend I will et that carb off and see what i can figure out.
I'll keep ya'll posted and take lots of pictures.

crazypj... the pervious owner was incompetent at best and malicious at worst. I have no idea if he did anything he said.

Thanks for all the input and help.

Don't assume that the jets are ok. The PO of a Suzuki T250 I purchased had reamed out the low speed jets so bad they were as large as the high speed jets. the bike would barely idle and not run out at all.

You should pull those carbs, new jets and needle valves as well as gaskets and orings at minimum. Get it baselined so you know what you're working with. Anything else is a crap shoot until you baseline those carbs. Checking timing is easy and  you've likely done that several times.

Crazypj,
Could you explain the:
"That's enough to be washing the oil off the cylinders." part of your post. I don't quite understand and need all the knowledge I can get.

Also, does anyone know of a write up on adjusting the floats and needles?

thanks in advance
Patrick

Patrick,
Check this out. Read, study, practice. Once you understand what you're trying to achieve, the factory service manual will be a lot more useful to you than it likely is now.

If your in phoenix, MMI trains motorcycle techs.
Someone will have a clue how to set float level (but make sure they either graduated or are in an elective)

OK... I found your thread, I just got mine thru, first time.

I'm betting that bike runs like #$%* with those readings, those are very high for any engine.

The test is run at idle in nuetral, for those that are making assumptions... If they make you do the long test it gets a little more involved but not in gear or on a dyno.  I didn't have to do the long test, as mine is in the middle of acceptable range.

DO NOT TAKE IT TO A HONDA DEALER IN THIS TOWN!!!  They won't touch it anyway.  Aside from myself, the only shop I'd trust to touch mine is East Side Performance.  Once you see his showroom you'll know why, filled with beautiful old bikes and NO new plastic bikes!  He knows more than most all of us combined.

Add a 1/4 to 1/2 can of seafoam to tank
Take filters off for test
Get new hot plugs

I can do a carb clean for you for a case of beer, and show you the ropes of workin on your old machine.  I went to MMI and I'm a pretty competent wrench.

You may have some clogged air jets as rich as that thing is... Bettin it makes your eyes water at stop lights!

My thread probably won't help you much, but here it is http://forums.sohc4.net/index.php?topic=102903.0

I found out from Sscardefield an jj, last nite, that you CAN get collectible insurance and the antique plates for bikes here and avoid emissions altogether.  They both have that plate.

Way to go, Heff!
I REALLY like the vintage plate thing, myself. I only have one car left in the "normal" program. :)
