Torque cover removal

hi , ive had a quick look in manual but hoping to confirm something.
Is that big round cover on right removable - ie theirs no fluid behind or anything else to be concerned with?
if like to polish it properly, when I paint the motor

Oil will leak out of the motor where the o rings (11) meet the motor and out of the middle of the torque converter. Not a lot but some. the cover moves oil from the engine to the torque converter and keeps ou form getting your fingers in danger
