Not sure about the motor, but to clean the tank you can either use a tank lining kit like POR15 or you can just use a strong toilet bowl cleaner to remove the rust and then jsut run it. I used a toilet bowl cleaner that was 27% hydrochloric acid, worked awesome and it doesnt take long at all, i wouldnt sugest it straight though i would dilute it some. good luck

Any Honda CB350F motor should fit just fine.  I have used POR-15 on several tanks and am very happy with the long term benefits of their system for cleaning and sealing the fuel tanks.

Any 350F motor will fit in your bike  :) But the 'CBBBBB' written on the case is likely the bearing code stamps on the back......which have little relation to the bearings inside for some reason (another thread)  ::)

On the upper case behind the cylinders is a place with the engine serial number which should read 'CB350F-XXXXXX...'

It's handy to have a spare engine around when you need parts, and if you have the cash $150 sounds alright to me. I had a spare engine when I did my restoration and used quite a few parts off of it despite having a perfectly good motor to work with.
